Municipal Accommodation Tax

On May 17, 2017, the Province enacted Bill 127, Stronger, Healthier Ontario Act, 2017, providing municipalities the authority to levy a transient accommodation tax (hotel tax). The Transient Accommodation Regulation 435/17 came into force on December 1, 2017, outlining provisions for municipalities across Ontario to implement a Municipal Accommodation Tax (MAT).

The Municipal Accommodation Tax is a new revenue tool that the provincial government has given Ontario municipalities to further promote tourism as an economic driver.

The Regulation applies if a municipality imposes a tax in respect of the purchase of transient accommodation in the municipality under section Municipal Act 400.1 of the Act.

On August 13, 2024, the Township of Nipigon approved By-Law 1940 - Municipal Accommodation Tax By-law, a by-law to establish a Municipal Accommodation Tax within the boundaries of the Township of Nipigon.

The Municipal Accommodation Tax is effective October 1, 2024 at a rate of 4%.  More information including background and remittance details can be read here.

Accommodation Providers FAQs

What is the Municipal Accommodation Tax?

The Municipal Accommodation Tax, or MAT, is a 4% tax charged on the cost of fixed roof transient accommodations sold for a continuous period of less than 30 days within the boundaries of the Township of Nipigon.

The tax applies to all accommodation sold for a continuous period of less than 30 days in a hotel, motel, lodge, inn, hostel, bed and breakfast, dwelling unit or any place an accommodation is provided.

Is this a mandatory or voluntary tax?

Mandatory. The Municipal Accommodation Tax must be collected by the accommodation provider at the same time customers are charged for the booking.

Do I need to show the MAT on the invoice or receipt?

Yes, every bill, receipt, invoice or similar document for the purchase of accommodation must have a separate item identified as “Municipal Accommodation Tax” showing the rate at which the Municipal Accommodation Tax is calculated (4%) and the amount of the Municipal Accommodation Tax charged.

Do I charge MAT for bookings made prior to the tax being implemented?

If the accommodation was booked and paid for prior to June 1, 2018, the Municipal Accommodation Tax is not applicable. If the accommodation was booked before June 1, 2019, but paid for on or after June 1, 2019, the Municipal Accommodation Tax is to be charged, collected and remitted.

The Township of Nipigon is issuing this Request for Proposal (RFP) to secure an Operator to provide food and beverage service at the Nipigon Community Centre.

Nipigon Projects

Edge Arts Studio & Gallery

In the early 2000’s, the Township of Nipigon became owners of the vacant buildings. In 2015, it was recognized by council and the economic department that more community development was required around arts and culture.

In 2017, the Economic Development Committee recommended that the old store fronts be replaced with colourful, siding facades to improve their curbside appeal.  Also that year, with funding from the Ontario Trillium Foundation, the Township developed a Superior North Youth Arts & Culture Strategy that identified the absence of a dedicated, adequate arts space as a major gap in the region.

In 2018 the Township accessed another Ontario Trillium Foundation grant to renovate the interiors of the three Front St. buildings.  That November began the transformation of the buildings into a single, accessible space for arts and culture programs and events. Due to the advanced age of the buildings and their separation, the renovation was a challenging one.  Contractor Jordan Aubut and Councillor James Foulds worked long hours to have the building ready for its May 2019 grand opening.

Today, Edge Arts is now available for programming, meetings, training, and conferences.  This is an accessible facility, with a full kitchen.

The facility is overseen by the volunteer based Edge Arts Steering Committee.  The committee uses the Edge Arts Studio & Gallery Business Plan, approved by Town Council July 16th, 2019, as a guiding document for planning and programming.

Planning & Zoning

Planning

The basic intent of this Official Plan is to guide future development to areas where it is most suited and to protect the environment of the Township in order to preserve, protect and enhance the character and economy of the Township.

The Official Plan is intended to form the foundation for decisions of Council and government agencies. This Official Plan is also intended to provide members of the public with a sense of assurance as to the future development of their lands and the lands around them. The policies of this Official Plan are intended to clearly describe development policies and the plans of the Township and to delineate a future development plan for the Township. In addition, this Plan will guide public works and other capital investments of the Township.

This Official Plan is intended to manage land use change in a manner that has the greatest positive impact on the Township while ensuring the sustainability of the environment and the character of the community. This Official Plan establishes the pattern that development within the Township of Nipigon should follow until 2032. In accordance with the Planning Act, this Plan will be reviewed at least every five years to determine whether the basis has changed and whether the Official Plan continues to manage change and growth in the Township. Where the term ‘development’ is used in this Plan, the policies apply to proposals that requiring planning approval from the Township.

Zoning

The Township of  Nipigon’s Zoning By-law regulates the use of land and location of any buildings and structures. It states exactly what land uses are allowed and provides details such as:

  • where buildings or structures can be located
  • types of uses and dwellings permitted
  • standards for lot size, yard dimensions and setbacks, building height and parking requirements

You can view the maps in Zoning By-law - Schedule A.

Zoning By-law Amendments

If you are planning a new development, you need to ensure that your proposal complies with the Zoning By-law. If not, you will need to apply for a Zoning By-law Amendment.

Please contact our Township Planner to discuss your project prior to completing the Zoning By-law Amendment Application.
